Official Statement from Bir Duino Kyrgyzstan to President Donald J. Trump
On the Occasion of the C5+1 Summit in Washington, D.C.

 

Your Excellency USA President Trump,

On behalf of Bir Duino Kyrgyzstan a human rights organization dedicated to protecting fundamental freedom rights, promoting justice and sustainable development against systematic impunity in Central Asia, we extend our greetings and express appreciation for your initiative to meet with the leaders of the Central Asian nations at the upcoming C5+1 Summit in Washington.

We consider this historic gathering as an opportunity to lay the foundations for a genuine partnership between the United States and the countries of Central Asian region one based not only on economic interests but also on shared values of freedom, justice, and human dignity founded by Fathers of democracy.

Central Asia is endowed with abundant natural and mineral resources that can serve as a bridge for cooperation rather than competition. Partnership “in exchange for resources” can become a trigger for positive change promoting transparency, accountability, and sustainable economic growth while contributing to regional security and stability. With responsible governance and equitable investment, such collaboration can uplift communities, support human development, and reinforce democratic institutions to create mechanisms of prevention and Early Warning system in Central Asia.

Kyrgyzstan, in particular, is at a key stage in its democratic evolution. As a nation committed to strengthening the rule of law and protecting human rights, Kyrgyzstan aspires to become a full member of the United Nations Security Council next year. We believe this ambition deserves strong international support on the condition that the country continues to advance judicial independence, reform its security and law enforcement agencies, and safeguard the civic space in which human rights defenders, journalists, and civil society organizations operate freely and without fear of hate speech and propaganda.

Importantly, Kyrgyzstan has this year adopted its first National Action Plan for the implementation of the United Nations Guiding Principles on Business and Human Rights. This milestone reflects a growing recognition that sustainable development and responsible business practices must go hand in hand with respect for human rights. We encourage the United States to support the promotion and integration of these principles across all regional economic partnerships, ensuring that investments and trade bring real benefits to the people and protect the environment, workers, and local communities.

Furthermore, Kyrgyzstan and all of Central Asia continue to suffer from the Soviet legacy, particularly in the form of 92 uranium tailing dumps scattered across fragile mountain ecosystems. These toxic sites pose a constant risk to local populations and transboundary water systems. At the same time, rapid glacier melt caused by climate change is exacerbating water scarcity and threatening the livelihoods of millions. It is essential to ensure the right of local communities to safe and equitable access to water, environmental remediation, and international cooperation for the cleanup and monitoring of these hazardous sites. Environmental security and human rights are deeply interconnected and must be central to any regional development strategy supported by the United States.

At the same time, we cannot remain silent about the devastating war in Ukraine, which continues to claim thousands of innocent lives and destroy the foundations of human security in conditions of limited access to the judicial system. We urge all world leaders, including the United States, to intensify diplomatic efforts to end the war and prevent further suffering of vulnerable groups of people - children, women and displaced persons. Peace, built on justice and respect for international law, is essential not only for Ukraine and Europe but also for the global human rights order and for the security of our entire region.

As a result of the 42nd Congress of the International Federation for Human Rights (FIDH) held in Bogotá, Colombia that brought together over 180 human rights organizations from across the world participants adopted a Joint Resolution on the Peace, Security and Human Rights Crisis in the Eastern Europe and Central Asia Region in Light of the Severe Breaches of the Helsinki +50 Principles. This resolution underscores the urgent need for international solidarity and coordinated action to uphold peace, human rights, and accountability in the face of growing authoritarianism and conflict across our regions.

We believe that as a result of your meeting, political prisoners, civil society activists, and journalists who have been unlawfully convicted in Central Asia will be released, humanitarian aid to the Gaza Sector will be strengthened while reducing threats from repressive countries and women in Afghanistan will gain access to education and the right to realize their rights.

We respectfully urge your administration to support initiatives that prioritize justice sector reforms, anti-corruption efforts, and fundamental human rights protections as integral components of any strategic partnership with Central Asia. The long-term peace and prosperity of our region depend not on short-term economic gain, but on the establishment of open, accountable, and resilient societies.

Mr. President, this important summit provides a chance to reaffirm America’s commitment to human rights and to ensure that cooperation with Central Asia becomes a model of progress where natural wealth serves the people, justice is accessible to all, and the voices of the people are primary and authority is secondary.

Experience should be attached to a law degree

Shakhboz Latipov, 24 y.o., young lawyer: “When I came to BDK for an internship, I had no experience in legal and human rights activities. Together with experienced senior colleagues, I began to attend trials, studied documents. Gradually my supervisor Khusanbai Saliev began to trust me the preparation of documents, carefully checked them and gave practical advice. Experience comes with time and cases you work on. Every day dozens of people who need help come to us, many of them are from socially vulnerable groups: the poor, large families, elderly citizens. A lawyer in a human rights organization sometimes acts as a psychologist, it is important for him to be able to maintain professionalism and show empathy. At the end of 2019, I successfully passed the exam to get the right to start working as attorney and now I work on cases as an attorney. I turn to my colleagues for help on complex issues, they always give me their advice. This is one of the strengths of the organization: there is support and understanding here.”

Organization unites regions

Feruza Amadalieva, social worker, leader, teacher: “TOT from BDK is a great opportunity to get acquainted with participants from different regions, we continue to communicate on social media and when we meet at events, as close friends, we have such warm relations! At the events, I improved my knowledge, systematized it, clarified how to apply it in practice. I really like the training modules and the way the system of training and practice is built: role-playing games, theory, discussions. Each person expresses himself/herself. I have become a leader for other vulnerable women, I try to help them and engage them in such events.” Feruza Amadalieva is a regular participant of many BDK events, she invites the BDK lawyers to provide legal advice to vulnerable women.

I became confident

In summer of 2019, Nuriza Talantbek kyzy took an active part in conducting regional screenings of documentaries, helped with organizational issues during the campaign dedicated to the International Day in Support of Victims of Torture, participated in trips, and did the TOT on women's leadership. She used to be a migrant, worked for an NGO in Osh, and now works in Bishkek in the service industry. She calls her participation in the TOT “an invaluable experience”: “I first attended such an event, and received exactly the information that I needed, for which I am sincerely grateful to the facilitators. I experienced very difficult issues in my life, and thanks to that knowledge, I was able to overcome them, I persevered! After the TOT, I became more confident, began to better understand the essence of human rights, and learned to defend my interests.”

The defendant has passed away. The work on his rehabilitation continues.

The case of Shukurullo Kochkarov shows that work on complex cases continues for many years. After the torture he was subjected to in 2010, he became disabled. We managed to get acquittal on one of the charges; the work is ongoing on achieving his rehabilitation and recognition as a victim of torture in order for compensation to be paid. Trials continue without Shukurullo Kochkarov - he died on 2 August 2019. His interests are represented by his father, Saidaziz Kochkarov, who also has a visual disability. “For many years, we have been supported by the employees of BDK, they have been handling the case of my son, they brought him to court because he couldn’t walk on his own, they constantly help our family: my wife and I underwent rehabilitation, they have helped my son by providing him with medicines, they provide all kinds of help”.

Comprehensive support for victims of torture

Resident of the Kara-Suu district, Dilyor Jumabaev, has extensive experience in dealing with law enforcement agencies. In 2010, he was accused of possessing firearms, and thanks to the work of lawyers, he was acquitted. Two years later, his house was first searched in order to find materials of an extremist nature, but nothing was found. In 2014, he was accused of possessing extremist materials. In court, the prosecutor requested 15 years in prison; the court sentenced him to 6 years. A few years later he was released on parole. “I am grateful to the lawyers of BDK for their expert legal assistance. I participated in a rehabilitation program for victims of torture. When I encounter violations, I recommend contacting this organization.”
