Lawyers of Bir Duino-Kyrgyzstan are preparing an appeal to the UN Human Rights Committee on the death of prisoner of conscience, human rights defender Azimzhan Askarov in custody.

17 May is the birthday of the famous human rights defender, prisoner of conscience Azimzhan Askarov. We continue to wait and demand justice from the authorities of the KR in the case of human rights defender Azimzhan Askarov since 15 June, 2010.
What are the reasons for the death of human rights defender Askarov in prison?
On 03 February 2025, the court once again recognized the inaction of the SCNS investigator as illegal and ordered to eliminate violations, but the court's decision was once again ignored.
Due to the systematic inaction of the investigative authorities, lawyers have filed a total of more than 6 complaints to the judicial authorities since the initiation of the criminal case, which were satisfied. However, the decisions of the courts have remained unfulfilled for the past five years, the investigative authorities have not been able to conduct a comprehensive and full-fledged investigation into the death of A. Askarov and verify all the arguments of the defense.
Considering that further appeal is pointless and based on the practice of the UN Human Rights Committee, Bir Duino-Kyrgyzstan is going to file a complaint with the UN Human Rights Committee.
We remind that on 25 July 2020, Azimzhan Askarov died in Ward No. 1, an isolated section for the detention of prisoners sentenced to life imprisonment at the State Penitentiary Service institution under the Government of the KR. On the same day, a lawyer sent a statement to the Prosecutor General of the Kyrgyz Republic on the initiation of pre-trial proceedings on the death of A. Askarov.
On 25 July 2020, pre-trial proceedings were initiated, however, not by the Prosecutor General's Office, but by the State Penitentiary Service under the Government of the Kyrgyz Republic.
On 16 June 2021, the lawyer received a decision to terminate the pre-trial proceedings on the death of Azimzhan Askarov due to the lack of evidence of a crime.
On 23 August 2021, the Sverdlovsky District Court decided to satisfy the lawyers' complaint and recognize the investigator's decision as illegal and unfounded.
On 27 September 2021, the Prosecutor General's Office decided to satisfy the lawyers' request and transfer the investigation to the State Committee for National Security.
The investigation is currently being conducted by the SCNS.
"Of course, the case of Azimzhan Askarov remains a sore point for Kyrgyzstan. I am in contact with human rights organizations and representatives of Askarov's family. I have repeatedly stated that the background of Askarov's case does not correspond to the accusation that he was in any way involved in any murders. It is simply impossible to believe this, and there is not a single fact in his case that would indicate this.
He is a victim of those bloody events. It's a great misfortune, he paid the ultimate price and we didn't manage to save him. However, I am sure that over time, historians and investigators will restore justice and the true picture of the circumstances of his accusation. I personally, of course, do not want this to remain a dark spot on the reputation of our state."
